The VSNU, NFU, NWO, KNAW and Vereniging Hogescholen have agreed upon a national open science partnership with Elsevier for five years. The new agreement contains conditions about access to journals, open access publishing and joint development of new open science services for disseminating and evaluating knowledge.

The new agreement is a continuation of the earlier framework agreement with Elsevier from December 2019. Dutch researchers have access to and can publish open access without additional costs in almost all Elsevier journals. Next to that, the agreement contains elaborated principles – by independent taskforces – about the development and piloting of new services that help disseminate and evaluate knowledge. A set of collaboration principles is agreed upon, including data ownership (researchers and/or institutions own their own research data), enduring access to data and metadata, vendor neutrality, interoperability, and institutional discretion on the use of the services.
