Volker Staal en Funderingen/Van Hattum en Blankevoort (VSF/VHB) collectively make up the construction consortium that has been selected to create new foundations and a cellar area for bicycle parking for the new University Library on the former Binnengasthuis site over the next 18 months.

Scenario A UB-entree

After moving pipes and cables and removing asbestos from the old buildings, VSF/VHB will install a sheet pile wall, remove earth and rubble, drive piles for the new foundations and create a cellar area to enable such things as underground bicycle parking.

The construction work will have a significant impact on local residents and local businesses because it will be done in the middle of the busy city centre, with narrow alleys that are barely capable of accommodating the lorries required for the purposes of carrying construction materials, equipment and earth to and from the site. Local residents were informed of this at a residents’ evening on 11 March.

In order to minimise the nuisance caused, the UvA has made agreements with the local authority on accessibility, safety and quality of life throughout the construction work. These agreements include the following:

  • The construction company’s compliance with the agreements made will be monitored.
  • The UvA will also be organising a weekly coffee session with the contractor in order to discuss any nuisance caused by the work with residents and to take measures.
  • A hotline is being set up for local residents, which can be called 24/7.
  • The site manager and the contractor are to inspect the area surrounding the construction site on a monthly basis so as to continuously ensure that agreements made with local residents and local businesses are kept.
  • Finally, the University Quarter app is to be introduced in May, which will make it easier for locals to follow the construction work, ask questions, submit suggestions and raise complaints, and for these to be escalated in the event of a disaster.

VSF/VHB are expected to commence the construction work in May 2019, depending on whether or not the municipal permit for working in public spaces has been issued. This second phase will run until December 2020. Complete construction of the University Library is expected to take until the end of 2022.
