Open access has been kicked up a notch with ‘Plan S’

International research financiers set a requirement

From 1 January 2020 onwards, all publications resulting from NWO financing and other national and European research financiers must find publication in fully open access journals.

These financiers, united in Coalition S, presented ‘Plan S’, a plan to fully transition to open access, on 4 September. The NWO had already changed their policy at the end of 2015 to make it mandatory that all NWO financed research must be published open access. This objective is now endorsed by international financiers such as the European Research Council (ERC) and supported by the European Commission.

Publishing in hybrid journals that still use the old subscription model but also offer open access possibilities will be condoned for a transition period of two years. This transition period terminates at the end of 2021.

The practical implementation of ‘Plan S’ will be further elaborated on in the coming months.
